ADVISORY TO APPLICANTS FOR MACHINE READABLE GUYANA PASSPORTS  

WHY IS A NEW PASSPORT BEING INTRODUCED?

 ·        Guyana is responding to the requirements of the International Civil Aviation Organisation (ICAO) which requires the expiration of non-MACHINE READABLE PASSPORTS by November 2015.

 ·      THE MACHINE READABLE PASSPORT fulfils Guyana’s commitment to promote a common Caribbean identity.
·        The Guyanese traveller will benefit from a new passport which presents a stronger defence against identity theft, alteration, forgery and alien smuggling.

The MACHINE READABLE PASSPORT provides Guyanese citizens with a travel document that will be internationally respected.  It will facilitate hassle-free travelling around the world, as information will now be easily accessed from an international data-base.


WHO GETS THE NEW MACHINE READABLE PASSPORT? 
  • All Guyanese citizens who are eligible and who are entitled to a passport.
  • All Guyanese children and adults who are applying for a passport for the first time.
  • Guyanese children who are named in their parent’s current passport.
  • Citizens whose current passports need renewing.  These include passports that might have long expired or those whose validity are less than six (6) months.
  • Citizens whose current passports are lost, stolen or damaged.

WHAT IS THE PROCESS FOR APPLYING FOR THE MACHINE READABLE PASSPORT?
            

STEP 1:
        An Applicant  must  download  an  Application  for  a new 
                       
Machine Readable Passport (MRP) from the 
                       following websites:

          The form must be completely and accurately filled.
 

STEP 2:
      The Applicant will present himself/herself physically at the 
                      nearest Consular Office (addresses are available on the
                      Ministry of Foreign Affairs’ website listed below) with the
                      completed  passport  application  form as  well as the 
                      required documents.
 

STEP 3:      These forms will be sent to the Central Immigration and 
                      
Passport Office in Guyana via courier.
 

Step 4:        The application will then be processed and the passport
                      personalised  and  issued to  the originating Consular Office
                      (via courier) where the applicant will be required to uplift the
                      MRP in person.
  

PLEASE NOTE:
 
·        An Applicant for a new passport will need suitable recommenders (or references) to fill out Section 7 of the form on their behalf.
 ·        Children under eighteen (18) years must be accompanied by their parents.  In the absence of either parent, consent must be given by the other parent.  Other guardians are required to present their legal guardianship. 


WHAT DOCUMENTS DO I NEED TO APPLY FOR THE NEW MACHINE READABLE PASSPORT?

THE ORIGINAL AND 2 COPIES OF ALL DOCUMENTS MUST BE SUBMITTED WITH THE APPLICATION


DOCUMENTS REQUIRED FOR THE MACHINE READABLE PASSPORT: 

A)          
1.    The application form accurately completed in duplicate.
           
2.    A Birth Certificate – the original and two copies.
           
3.    A  National  Identification Card.  (If  really  not  possible  the 
       recommender with an ID card, or the Applicant’s Mother, Father,
       Brother or Sister with a birth certificate, will have to identify the                  
       
Applicant).
  
4.   Original passport along with 2 copies of the relevant pages of the
      ol
d/previous passport – if re-applying and the old passport is available 5.   Four passport-size colour photographs which must not be
      larger than 45 x 35 mm (1.77 x 1.38 in.) or smaller than 32 x 26          
      mm (1.26 x 1.02 in.). Only 1 photograph is to be endorsed.




In addition to (1-5) above:   

B)  
6.     Applicants who have changed their names must take along the original 
        and 2 copies of the 
Registered Deed Poll, along with the original and 
        2 copies of the
 birth certificate (birth certificate should be recent
        between 6 months to 1 year);
or where applicable, the original and 2
        copies 
of the Registration/Naturalisation Certificate.
           
7.     Married women must have the marriage certificate and the
        husband’s birth certificate. (An affidavit is also required if an       
        Applicant has been known by/has been using names other than       
        those on his/her official documents).
  
8.     Women who have been divorced and use their former/maiden                  
        name must take along the Decree Absolute Certificate.
9.     If the current passport is lost or has been stolen the Applicant has             
        to submit a sworn affidavit to that effect, issued by a Justice of        
        Peace or Commissioner of Oaths and Affidavits along with a Police 
        Report
(and the receipt for this report) along with the documents 
        required in A.

0.    If the current passport is damaged the Applicant needs to submit the
         damaged passport and a sworn affidavit to that effect along with the 
         documents required in A.
11.    An Applicant who is Guyanese by naturalisation will have to produce 
          the Certificate of Naturalisation.
        
12.    An Applicant who is Guyanese by Registration will have to produce the 
         Certificate of Registration.
 
13.    An Applicant who is an adopted child will have to produce the
         Certificate of Adoption and documents indicating any name
         change.
 


HOW LONG DOES IT TAKE TO RECEIVE THE NEW PASSPORT? 

  • It takes approximately four (4) – six (6) weeks to process your application for a new Machine Readable Passport.
  • Replacing lost passports takes three (3) months.
  • Replacing damaged passports takes two (2) months.
  
WHAT IS THE PROCEDURE FOR APPLYING FOR A NEW MACHINE READABLE PASSPORT BY AN OVERSEAS APPLICANT? 

Expatriate Citizens desirous of applying for a new MRP, will present himself/herself in person at the designated Consular Offices and apply for the passport.  The completed application form will be sent to the Central Immigration and Passport Office in Guyana via courier service, where the application data will be scanned and entered into the system.  The application will be processed and the passport personalised and issued to the originating Consular Office by means of courier service where the Applicant will be required to uplift the MRP in person.

RECOMMENDERS


Recommenders/guarantors need not be Guyanese but must be of a professional status e.g. a Justice of Peace, Member of Parliament, Minister of Religion, Doctor, Lawyer, Teacher, Bank Officer or Police Officer etc. Also, guarantor must affix his/her official stamp on all new passport application forms. 


SIGNATURES 

Signatures must be in cursive writing (joined writing) and not in script.

CHANGE OF NAME BY MARRIAGE OR REGISTERED DEED POLL 


This is only applicable for the non Machine Readable Passport which is valid up to October 2015. Please note an observation re married name/deed poll would be endorsed in passport provided passport is less than fifteen (15) years from date of issue -  see page four (4) of passport. A new passport could only be issued in new name if passport exceeds the fifteen years.

Documents required are:
(a) Marriage Certificate
(b) Husband's birth certificate or passport
(c) Divorce Decree Absolute or Death Certificate where applicable
(d) Deed Poll registered in Guyana 
 

DOCUMENTS REQUIRED FOR INCLUSION OF CHILD/CHILDREN ARE:  

This is only applicable for the non Machine Readable Passport as indicated above.
The following should be submitted:
 
(a) Guyana Passport (for endorsement)
(b) Child's birth certificate - full version stating names of parent/parents
(c) Consent of legal guardian
(d) Three (3) photographs of child duly certified

ADVISORY TO APPLICANTS FOR THE RENEWAL OF GUYANA PASSPORTS

Important Notice: Non Machine Readable Passports will no longer be valid after October 2015.

FORMS   

A “Renewal Form” is required for a Republic of Guyana Passport which can be extended for a further five (5) years. There is only one type of Renewal form which could be used for both adults and children. Applicants in the UK are advised to send a large stamped addressed envelope with a request for the appropriate form.  Applicants abroad should telephone the Consular Section for further information.  Renewal forms are now accessible online at:

PHOTOGRAPHS

Two recent passport-size colour photographs not larger than 45 x 35 mm (1.77 x 1.38 in.) or smaller than 32 x 26mm (1.26 x 1.02 in.), taken full-faced with head uncovered should be submitted.

IMPORTANT NOTES
 

Applicants under eighteen (18) years must have the consent of their parent/legal guardian for all passport transactions. Together with the minor's application, parent(s) must submit child's birth certificate, certified photos accompanied by an official letter verifying details of child, parents' marriage certificate/divorce decree absolute (where applicable) and photocopy of their passport. Consent of the legal guardian is also required for inclusion or addition of minors to passports.  Where documents are required, the original and a copy of each document must be submitted, except for new passport applications where two (2) copies are required. Legalised English translation of all documents in foreign languages must also be submitted. POSTAGE

Passports are only returned by registered mail. Applicants in the United Kingdom requiring this service should submit a pre-paid special delivery registered envelope. Applicants abroad should include an additional £7.00
in the required fee. 


Passports can also be returned by courier service provided that pre-paid arrangements are made by applicants to the courier company in the country of residence and the Account Number transmitted to this High Commission.

REGISTRATION AS A CITIZEN OF GUYANA OF A CHILD BORN TO A GUYANESE PARENT

(a) Child's original birth certificate together with an official translation if it is not in the English language. 
(b) Copy of birth certificate of Guyanese parent. 
(c) Fee of £2.00 payable by postal order to the Registrar General. Euros are not acceptable.  It is suggested that a bank draft for US$5.00 be sent if applicant is living abroad. 
(d) Letter to the Registrar General requesting that the child be registered as a citizen of Guyana and that the appropriate birth certificate be posted to the address of the parent.    It is important to write your address clearly. 

It is necessary for a birth certificate from the Registrar General to be submitted when applying for a Guyana passport for a child born abroad. The following is required for the process: 


(a) Guyana Passport (for endorsement)

(b) Child's birth certificate - full version stating names of parent/parents
(c) Consent of legal guardian
(d) Four (4) photographs of child duly certified
